The European Union, Greenland and Denmark have strengthened their strategic cooperation through a new joint declaration covering critical areas such as raw materials, infrastructure, clean energy, education, fisheries and Arctic policy. The agreement was signed in Nuuk on September 7, 2026, by European Commission President Ursula von der Leyen, Greenland Prime Minister Jens-Frederik Nielsen and Danish Prime Minister Mette Frederiksen.
The declaration reinforces Greenland’s position as an Overseas Country and Territory associated with the EU. It also notes that Greenlanders, as Danish citizens, hold EU citizenship. The agreement identifies fisheries as a major pillar of Greenland’s economy and highlights continued cooperation with the EU under the existing Sustainable Fisheries Partnership Agreement.
Critical raw materials have emerged as a major focus of the partnership. The declaration refers to the Memorandum of Understanding signed in November 2023, which established a strategic partnership between the EU and Greenland for developing sustainable raw material value chains. Both parties have identified implementation of this partnership as a priority.
Alongside the declaration, the EU announced a €200 million EU-Greenland Partnership Package covering 2026 and 2027. The funding will support connectivity, clean energy and critical raw materials, strengthening Greenland’s infrastructure while supporting the development of strategic mineral resources.
The package includes a project designed to increase satellite capacity in Greenland. The initiative is expected to improve internet access for communities in northern Greenland, while remote areas in eastern Greenland are also expected to benefit from improved connectivity by October.
Clean energy development is another important component of the package. EU financing will support preparations for new hydropower plants, potentially providing Greenland with additional renewable electricity capacity and supporting energy-intensive industrial projects.
The partnership also gives greater visibility to Greenland’s emerging graphite industry. According to von der Leyen, the EU is financing preparations for GreenRoc’s Amitsoq graphite project. Development of the project could strengthen Greenland’s position in the global graphite supply chain, particularly as demand for battery materials and other critical minerals continues to increase.
Molybdenum is another mineral receiving attention. Work is progressing on the Malmbjerg molybdenum mining project, which von der Leyen said could generate up to €90 million annually in added value for Greenland.
The agreement demonstrates the EU’s growing interest in securing diversified supplies of critical raw materials while supporting Greenland’s economic development. However, the declaration itself is non-binding and does not create legal or financial obligations under domestic or international law.
Chemical Commodity Price Impact
The news is bullish for graphite and molybdenum because EU-backed financing and strategic cooperation could accelerate project preparation, infrastructure development and future production capacity in Greenland. Greater investment in the Amitsoq graphite project could strengthen long-term graphite supply and improve Greenland’s position in the battery-materials market. Progress at Malmbjerg could similarly expand global molybdenum availability, although meaningful supply increases would depend on project development timelines. For commodities tracked by ChemAnalyst, increased future graphite supply could place moderate downward pressure on graphite prices over the longer term, while molybdenum prices may face similar pressure if Malmbjerg reaches commercial production. Near-term price impact should remain limited.
