German BOPP Film Prices Fall 1.2% in Late September Amid Weak Demand

Meyer Berger 06-Oct-2025

Second half of September 2025, Germany's BOPP film market saw a softening trend, with prices falling for the third and fourth weeks before steady ones in the fifth week, continuing a 12-week bearish trend fueled by subdued downstream demand for food and beverage packaging and prudent inventory control. Even with consistent niche demand for BOPP film from craft beverage labels, EVOH-coated snack pouches, and e-commerce grades, the absence of seasonal support and global supply chain constraints, such as Hamburg port congestion, helped mitigate the decline. Regulatory changes such as the EU Packaging and Packaging Waste Regulation (PPWR) underpinned niche uses, whereas trade tensions in automotive indirectly impacted connected packaging requirements.

Demand for BOPP film in Germany remained constant on lower end during second half of September, while downstream sector continued to experience normal run-rates but did not see any seasonal lift for food and beverage packaging. Vendors reported standard inventory levels and avoided front-loading to manage stock levels and not build excess inventory. Niche markets continued to provide incremental volume for BOPP film for applications in craft beverage label stock, EVOH-coated snack pouches, and e-commerce bundling grades, are all benefiting from sustainability trends and PPWR regulations. Supply remains stable, and Germany relied on domestic BOPP film production and imports from the Middle East and Asia. The Hamburg port "delayed" operation created delays in shipments, resulting in increased costs due to ground freight.

During the 3rd week of September, BOPP Film 30 Micron FD Hamburg prices fell by 1.22%, sustaining a 12-week bearish run fueled by subdued downstream demand and static consumption. Softening worsened further in the 4th week by 0.41%, indicating peaceful market conditions without any major disruptions. 5th week levelled previous week BOPP film prices. Balanced supply-demand conditions and static input prices led to minimal fluctuations, boosted by stable niche demand and normal inventory management.

The EU's PPWR rules and substitution packaging by Constantia Flexibles' EcoLam and EcoVer mono-material laminates at FachPack in Nuremberg propelled niche demand for recyclable BOPP film, especially in e-commerce and snack packaging. But subdued demand of virgin BOPP film in food and beverage wraps, combined with prudent inventory control, maintained bearish sentiment. Hamburg port congestion and increased global freight rates added pressures on imports, though firm domestic production cushioned disruption. Trade tensed between US and EU, after US administration imposed 25% tariffs on Germany and other European nation on 26th of September 2025. The tariff has been put on heavy-duty trucks imported from EU. Tariff affected German export sector (e.g., 2-3% market declines), indirectly influencing coating and packaging demands associated with BOPP film.

ChemAnalyst, anticipates German BOPP film market to remain stable-to-soft prices for weeks ahead. The continuation of weak seasonal demand and defensive inventory management are the prime causes, although declines are moderated by niche uses in sustainable packaging. Government encouragement of recyclables may hinder the demand, but BOPP film will remain relevant as entire Europe is not capable of shifting towards recycling packaging. The supply chain pressures from around the globe in the form of freight expense and port delays need to be watched. Germany's alignment with the circular economy goals sets it to leverage progressive market trends, with prospects of stabilization in case of intensifying specialized demand.
