REalloys and Ramaco partner to develop Wyoming rare earth resources, boosting domestic supply chains for defense, EVs, and clean energy.

REalloys Inc. and Ramaco Resources, Inc. have announced the execution of a non-binding Memorandum of Understanding (MOU) to establish a strategic long-term partnership for the supply and commercialization of rare earth and critical mineral products from Ramaco's Brook Mine operation in Wyoming. This collaboration aims to significantly advance domestic rare earth production in the United States, leveraging coal-hosted resources.

Under the terms of the MOU, REalloys and Ramaco will work together on metallurgical testing, product qualification, and commercial evaluation of mixed rare earth carbonate (MREC) and scandium oxide derived from the Brook Mine's rare earth platform. The agreement provides a framework for REalloys to potentially secure supply rights for up to 20% of Ramaco's future MREC and critical materials production. Initial operations are projected to commence in late 2026 or early 2027, with planned Phase 1 capacity targeting 525 tons per annum (tpa) of Neodymium-Praseodymium (NdPr) metal, 25 tpa of Dysprosium (Dy), and 12 tpa of Terbium (Tb) metals.

This partnership is a direct response to broader U.S. efforts to establish resilient domestic and allied critical mineral supply chains. The initiative is deemed crucial for national security, supporting strategic technologies, defense systems, advanced manufacturing, energy infrastructure, and next-generation industrial applications. By utilizing coal-hosted rare earth systems, the companies can benefit from existing mining infrastructure, industrial workforces, and transportation networks, potentially offering a more capital-efficient and accelerated pathway to domestic production compared to many greenfield projects globally. Ramaco's discovery of a major rare earth and critical mineral deposit at its Wyoming mine in 2023 underscores the potential of this unconventional feedstock.

The economic impacts of this MOU are significant, promising new revenue streams for both REalloys and Ramaco, and fostering job creation within the U.S. rare earth and mining sectors. The development of a robust domestic supply chain is expected to reduce the nation's reliance on foreign imports for these vital materials. Following the announcement, REalloys' stock (ALOY) saw a pre-market increase of 1.5%. However, some analyses suggest investor caution due to REalloys' current financial metrics.

Geopolitically, the collaboration enhances U.S. national security by securing a domestic supply of rare earth elements, which are indispensable for defense systems and strategic technologies. It aims to mitigate vulnerabilities to supply chain disruptions and reduce dependence on external sources, particularly addressing concerns about reliance on China for rare earth elements. The broader objective is to establish a fully domestic heavy rare earth element (HREE) supply chain with "zero Chinese involvement at any stage."

From an industry perspective, this partnership diversifies feedstock sources for rare earth production beyond traditional hard rock mining, positioning coal-hosted systems as a potentially important component of North America's critical mineral supply. For the coal industry, it provides a new economic avenue, allowing companies like Ramaco, which is evolving into a "dual platform company," to leverage existing assets and expertise for critical mineral extraction. Ultimately, this initiative ensures a more stable and secure supply of essential materials for high-performance magnets vital to electric vehicles, renewable energy, advanced healthcare, robotics, and defense applications.
