Stardust Power, OG&E Finalize Agreement to Power Lithium Refinery in Muskogee

Stardust Power Inc., a U.S.-based developer of battery-grade lithium products, has signed a key infrastructure agreement with Oklahoma Gas and Electric Co. (OG&E) to support the development of one of North America’s largest proposed lithium refineries.
The agreement marks a major step forward for Stardust Power’s facility, planned for the Southside Industrial Park in Muskogee. Under the terms of the deal, OG&E will construct an electric substation on-site. The cost of engineering, procurement and construction for the substation will be covered through a long-term power usage commitment from Stardust Power.
The substation is essential for supplying reliable, scalable electricity to the future refinery, which aims to help strengthen the domestic supply chain for battery-grade lithium — a material critical to electric vehicles, grid energy storage, military applications and emerging technologies such as artificial intelligence.
“This agreement reflects not only the incredible support we’ve received from our utility partners but also a shared vision for positioning Oklahoma as a national leader in energy infrastructure,” said Roshan Pujari, founder and CEO of Stardust Power. “Reliable and scalable electrical service is a cornerstone of our operations, and OG&E’s partnership ensures we’ll have the power we need to bring this transformative facility to life.”
While the site can currently support construction-phase power, the new substation will deliver operational electricity and accommodate future growth. OG&E will begin site-specific engineering, design and procurement efforts to meet expected power demands of up to 40 megawatts. The scope of work includes potential upgrades to the regional transmission network to support the 66-acre site.

Once complete, the refinery is projected to be among the largest of its kind in North America. It is expected to create hundreds of well-paying jobs and drive new investment in Oklahoma’s clean energy and advanced manufacturing sectors. The facility will also support critical minerals processing — a key priority for U.S. industrial strategy.
Stardust Power is advancing toward a final investment decision, which, once approved, will trigger detailed design and construction activities for the refinery.
