Blue Point One has started construction on a $3.7 billion Louisiana ammonia plant targeting 1.4 million tons annually by 2029.

Blue Point One, a joint venture between CF Industries Holdings, JERA Co., and Mitsui & Co., has officially broken ground on a major low-carbon ammonia facility in Modeste, Louisiana. The project represents a $3.7 billion investment and is expected to become the world’s largest ammonia production facility once completed. The plant is designed to produce approximately 1.4 million metric tons of ammonia annually, supporting both conventional agricultural fertilizer demand and emerging energy applications.

CF Industries holds a 40% stake in the venture, while JERA owns 35% and Mitsui holds the remaining 25%. The facility is scheduled to begin production in 2029 and is expected to create more than 100 high-paying manufacturing positions once operational. Construction is projected to generate approximately 3,900 jobs over four years, providing a significant economic boost to Louisiana.

The project will incorporate autothermal reforming (ATR) technology to produce hydrogen for ammonia synthesis. Blue Point One is expected to capture and permanently sequester approximately 98% of the carbon dioxide generated during production. This carbon-management approach is intended to significantly reduce the facility’s environmental footprint compared with conventional large-scale ammonia plants.

Carbon dioxide generated at the facility will be transported and permanently stored through a partnership between 1PointFive, a subsidiary of Occidental, and Enbridge. Linde is also investing more than $400 million in an on-site air-separation unit that will supply the nitrogen and oxygen required for the ammonia production process.

In addition to its investment in the plant, CF Industries plans to spend another $550 million over four years on shared and scalable infrastructure at the Blue Point Complex. This infrastructure is designed to support potential future ammonia production and fertilizer-related expansions.

The project is also positioned to strengthen U.S. domestic nitrogen fertilizer supplies while expanding the country’s ability to export ammonia and related energy products to international markets. Its strategic location in Louisiana provides access to established industrial infrastructure, energy resources and export channels.

For JERA and Mitsui, the project supports the development of a lower-carbon ammonia supply chain connecting the United States, Japan and other global markets. The companies see ammonia as an increasingly important fuel and energy carrier as industries pursue decarbonization.

The groundbreaking also highlights the project’s broader economic significance for Ascension Parish and surrounding communities. Local officials expect the investment to support employment, industrial development and long-term economic growth.

With production targeted for 2029, Blue Point One could become an important addition to the U.S. ammonia industry, combining large-scale production with carbon capture and storage technology.

Product Impact and Chemical Commodity Price Impact

The Blue Point One project is expected to strengthen long-term ammonia supply in the United States while adding significant low-carbon production capacity. Once operational, its 1.4 million metric tons per year could improve domestic availability and support fertilizer producers, although the impact will emerge mainly after 2029. Increased supply could place moderate downward pressure on U.S. ammonia prices over the long term, particularly if demand growth does not keep pace. However, construction activity, energy requirements and carbon-capture infrastructure could increase costs during development. Prices of urea and other nitrogen fertilizers may also face some downward pressure as additional ammonia feedstock becomes available.
