UAE Launches Pilot Extended Producer Responsibility Program for Packaging in Dubai and Abu Dhabi

UAE begins EPR pilot in Dubai and Abu Dhabi, engaging 26 firms to improve recycling accountability and regulatory preparedness for 2026.

The United Arab Emirates (UAE) is moving forward with a pilot program to implement an Extended Producer Responsibility (EPR) system for packaging, electrical and electronic equipment, and batteries. This initiative reflects the country’s commitment to sustainable waste management and aligns with the UAE’s broader Integrated Waste Management Agenda for 2023–2026. The program is being led by the UAE Ministry of Climate Change and Environment (MOCCAE), in collaboration with Tadweer Group, Abu Dhabi’s waste management center, which will act as the Producer Responsibility Organisation (PRO) for the pilot.

To formalize this collaboration, MOCCAE and Tadweer have signed a Memorandum of Understanding (MoU) to launch the six-month pilot in Dubai and Abu Dhabi. The primary objectives of the pilot are to enhance regulatory readiness, develop a deeper understanding of the practical requirements for EPR monitoring, identify key influencing factors, and compile lessons learned along with any challenges faced throughout the process. The findings from this pilot will guide the UAE in establishing a full-scale EPR framework, scheduled to be introduced in 2026.

A key element of the pilot is its cooperative approach, involving coordination with producers of the targeted product categories. The initiative is further strengthened by the support of 26 private-sector companies that have signed the EPR Pilot Project Pledge. These signatories include international and regional leaders such as Tomra, Veolia, Bee’ah Group (Sharjah), Samsung, Tetra Pak, Huhtamaki, CANPACK, Carrefour, Lulu, Ecyclex, Emaar, Imdaad, Dulsco, Madenat Recycling, Dubai Holding, Sparklo, Dubatt, WAT, Nadeera, Recyclium, German Distribution, CPA, EROS, SIG, Enviroserve, and ECC.

These companies have pledged to support the pilot by raising public awareness of the EPR program, encouraging consumer participation in proper waste segregation, and ensuring that collection systems are accessible and effective. In addition to public engagement, the signatories will provide the necessary infrastructure and allocate resources to manage waste responsibly. Their commitments extend to incorporating sustainable practices into their logistical operations and financial planning to ensure the long-term success of EPR implementation.

Ali Al Dhaheri, CEO of Tadweer Group, highlighted the significance of this initiative, stating, “This will play a key role in the waste journey, by holding manufacturers accountable for their role in waste creation.” He emphasized that piloting the EPR model sets the foundation for a more responsible and efficient system that supports circular economy principles.

“This pilot allows us to gain valuable insights that will inform the development of national policies. It is a critical step toward a sustainable future that balances environmental protection with economic and community benefits,” Al Dhaheri added.

By laying the groundwork now, the UAE is preparing to transition to a future-ready waste management system that aligns with international sustainability standards.
