Calumet won full EPA exemptions for two 2025 petitions, reducing its RIN liability by 71 million credits worth $170 million.

Calumet, Inc. has provided an update on the latest decision by the U.S. Environmental Protection Agency (EPA) regarding small refinery exemption (SRE) petitions. The decision offers significant financial relief to the company by reducing its renewable identification number (RIN) compliance obligations for the 2025 compliance year.

On August 31, the EPA informed Calumet that it had granted full exemptions for two small refinery exemption petitions submitted by the company for the 2025 compliance year. The exemptions will allow Calumet to eliminate a portion of its previously recognized RIN compliance liability.

As a result of the EPA's decision, Calumet expects to reduce its balance sheet liability by 71 million RINs. Based on RIN values as of June 30, 2026, those credits were valued at approximately $170 million. The reduction represents a meaningful improvement in the company's financial position because RIN obligations can represent a substantial cost for refiners required to comply with the U.S. Renewable Fuel Standard (RFS).

Despite the latest relief, Calumet continues to carry a significant RIN-related liability. Following the exemption decision, the company estimates its remaining balance sheet liability at approximately 129 million RINs, valued at about $309 million based on June 30, 2026 valuations.

The remaining liability is primarily associated with partial exemptions granted for the 2022 through 2024 compliance years. These exemptions remain under discussion with the EPA. In addition, the partial exemptions are currently subject to judicial review. Legal challenges involving exemptions sought by other industry participants are also being considered, creating uncertainty around the final treatment of these historical compliance obligations.

The latest EPA decision is therefore an important development for Calumet, as the full exemptions for 2025 provide immediate financial relief while reducing the company's exposure to RIN-related costs. The company will continue to monitor regulatory and legal developments surrounding its earlier-year partial exemptions.

The decision also highlights the continuing importance of U.S. renewable fuel policy for refinery economics. Changes in SRE decisions can directly affect refiners' compliance costs, RIN demand and operating margins. For Calumet, the 71-million-RIN reduction could strengthen liquidity and improve its cost position, although the company still faces substantial obligations tied to previous compliance years.
