This pioneering project will supply 10,000 tonnes of green hydrogen annually for 25 years, bolstering the nation's National Green Hydrogen Mission.

L&T Energy GreenTech Ltd (LTEG), a wholly-owned subsidiary of the diversified conglomerate Larsen & Toubro (L&T), announced on July 21, its plans to establish the nation’s largest green hydrogen plant. This ambitious project will be situated at Indian Oil Corporation Ltd’s (IOCL) Panipat Refinery in Haryana.

The green hydrogen plant, which will be developed on a build-own-operate (BOO) basis, is designed for a substantial operational tenure, committing to supply 10,000 tonnes of green hydrogen annually to IOCL for a period of 25 years. This long-term commitment directly supports the Government of India’s ambitious National Green Hydrogen Mission, which aims to position the country as a global hub for green hydrogen production and utilization.

A key feature of this pioneering facility will be its round-the-clock operation, powered entirely by renewable energy sources. This continuous supply of green hydrogen is integral to IOCL’s broader strategic objectives, which include the comprehensive decarbonisation of its refining operations and a significant contribution to India’s overarching net-zero emissions targets. The plant will leverage high-pressure alkaline electrolysers for production, which are manufactured at L&T Electrolysers Ltd’s cutting-edge facility located in Hazira, Gujarat.

This initiative represents more than just a new plant; it signifies a major milestone in India’s energy landscape and unequivocally reinforces L&T’s established leadership in delivering sustainable and scalable clean energy infrastructure solutions. With this strategic development, LTEG is poised to become a frontrunner in India’s nascent yet rapidly expanding green hydrogen ecosystem.

Subramanian Sarma, Deputy Managing Director & President, L&T, expressed his enthusiasm regarding the development. "The decision to set up India’s maiden green hydrogen plant validates our strategy to lead the nation’s energy transition," he commented. "This long-term project not only deepens our partnership with IOCL but also reinforces our capability to deliver large-scale clean energy solutions. As a first mover in India’s green hydrogen space, we are proud to lay the foundation for cleaner industrial processes at scale."

Echoing this sentiment, Derek Shah, Head – Green Manufacturing & Development, L&T, highlighted the comprehensive capabilities brought to the project. "This project reflects our end-to-end green energy capabilities — from electrolyser manufacturing to execution and operation," Mr. Shah stated. "With cutting-edge technology and a skilled team, we are confident of delivering a high-performance, zero-emission plant that sets new industry benchmarks. The initiative also supports India’s Aatmanirbhar Bharat mission by deploying indigenously manufactured electrolysers — central to self-reliant clean-tech solutions and long-term decarbonisation goals."
