Shintech invests $3.4 billion to expand ethylene, chlor-alkali and VCM production in Louisiana, creating jobs and strengthening regional manufacturing.
Shintech Louisiana LLC has announced a major investment of $3.4 billion to expand its manufacturing operations in the state of Louisiana. The large-scale project will significantly enhance the company’s production capacity by adding a second ethylene production unit and establishing a fourth chlor-alkali and vinyl chloride monomer (VCM) facility at its existing manufacturing complex in Iberville Parish. This initiative represents the next stage of Shintech’s long-term strategy to strengthen its presence and operational capabilities in Louisiana’s thriving chemical manufacturing sector.
The expansion is expected to generate 163 new direct jobs, with an average annual salary of $117,329, which is around 42% higher than the average wage in Iberville Parish. In addition to these new roles, the company will retain approximately 725 existing positions at the facility. According to projections from Louisiana Economic Development, the project will also stimulate the creation of about 655 indirect jobs, bringing the total number of potential new employment opportunities in the region to 818.
State officials have welcomed the announcement, highlighting its significance for the local economy and industrial sector. Jeff Landry emphasized that Louisiana plays a crucial role in powering major industries across the United States, particularly in energy and advanced manufacturing. He noted that Shintech’s decision to reinvest billions of dollars after more than two decades in the state underscores Louisiana’s reputation as a major hub for process industries and global manufacturing.
Shintech initially launched its operations in Louisiana in 2000 and has steadily expanded its facilities over the years to meet rising global demand for polyvinyl chloride (PVC) and related chemical products. With this new investment, the company plans to deploy advanced production technologies that will help reduce environmental emissions associated with the manufacturing of PVC and caustic soda, improving overall sustainability and operational efficiency.
Yasuhiko Saitoh stated that the company is pleased to continue its expansion in Louisiana. He explained that the investment supports Shintech’s broader strategy of ensuring a reliable and cost-effective supply of critical raw materials for its operations. Saitoh also expressed appreciation to local government officials and community members, acknowledging their continued support as an important factor behind the company’s growth in the region.
Over the past 25 years, Shintech has built a strong investment record in Louisiana, completing seven major development projects worth a combined $9 billion. These initiatives have resulted in the creation of 725 direct jobs along with 940 contractor positions. In addition, Shintech’s operations have supported more than 3,000 regionally induced jobs, while generating thousands of employment opportunities during construction phases.
The company also plays a significant role in the state’s trade activity. Shintech is currently the largest exporter by container volume through the Port of New Orleans, demonstrating the importance of its operations to regional supply chains and international commerce.
Local leaders have highlighted Shintech’s strong community involvement as well. During its two decades of operation in Iberville Parish, the company has become the largest taxpayer in the parish, contributing significantly to funding for infrastructure, education, law enforcement, and other public services. Shintech has also emphasized its commitment to supporting the local economy through hiring and procurement practices focused on nearby communities.
The expansion project is expected to create thousands of construction jobs, along with roughly 100 additional contractor roles once operations begin. Shintech has historically prioritized local employment, with 68% of its technicians living in Iberville and West Baton Rouge parishes, and 57% of its total workforce residing in those two areas. The company plans to continue leveraging its workforce training initiatives to prepare local residents and underemployed individuals for future employment opportunities at the facility.
Susan B. Bourgeois said the continued investment reflects the confidence global manufacturers have in Louisiana’s workforce, infrastructure, and industrial ecosystem. She added that the expansion will strengthen regional supply networks while creating high-paying jobs that could benefit local communities for generations.
Construction will be carried out in multiple phases, starting with the installation of the second ethylene unit and the additional chlor-alkali and VCM production facilities. The first phase of the development is expected to be completed by 2030.
