Asahi Kasei secured regional incentives for its Kawasaki expansion, strengthening electrolysis equipment capacity and supporting Japan’s hydrogen and chlor-alkali industries.

Asahi Kasei is accelerating its expansion in electrolysis equipment after securing economic incentives from Kanagawa Prefecture and the City of Kawasaki for new manufacturing facilities in Kawasaki, Japan. The financial support is expected to help the company strengthen its production capabilities for alkaline water electrolysis and ion-exchange membrane process chlor-alkali electrolysis equipment.

The investment represents an important step in Asahi Kasei’s broader portfolio transformation and its efforts to establish a stronger position in the global hydrogen economy. The company is developing new production facilities for cell frames and membranes used in electrolysis at its Kawasaki site. The facilities are designed to achieve manufacturing capacity of at least 2 GW each by 2028.

When combined with Asahi Kasei’s existing production capacity for ion-exchange membrane chlor-alkali electrolysis equipment, the expansion is expected to lift the company’s total annual capacity for cell frames and membranes to more than 3 GW. The increased capacity will allow Asahi Kasei to respond more effectively to rising demand for hydrogen production technologies and electrochemical equipment.

The project has already received government recognition. In December 2024, Asahi Kasei’s expansion proposal was selected for government support as authorities sought to strengthen industrial competitiveness, regional economic activity and Japan’s position in hydrogen-related markets. The company subsequently approved construction plans in October 2025 and has been preparing for the development of the new facilities.

The Kawasaki site is expected to become a strategic global manufacturing hub for both water electrolysis and chlor-alkali systems. By concentrating production and technical capabilities at the location, Asahi Kasei aims to create a more flexible and resilient supply network capable of serving customers across international markets.

The expansion also highlights the complementary relationship between Asahi Kasei’s hydrogen and chlor-alkali businesses. Greater manufacturing scale could improve operational efficiency, strengthen supply reliability and support the company’s competitiveness in rapidly developing clean-energy markets.

Looking ahead, Asahi Kasei plans to continue strengthening its electrolysis technology and production capabilities. The company expects its expanded manufacturing platform to support the global clean-hydrogen supply chain while contributing to Japan’s industrial competitiveness and regional economic development.

The expansion is positive for Asahi Kasei’s electrolysis equipment business, as government-backed investment should increase production capacity, improve supply reliability and strengthen its position in hydrogen and chlor-alkali markets. Higher availability of electrolysis equipment could support faster deployment of green-hydrogen projects. For chemical commodities tracked by Chemanalyst, the impact is mixed.
